牙买加（英语：Jamaica），是加勒比海的其中一个岛国，地处北纬17.42度至18.31度，西经76.11度至78.22度，东隔牙买加海峡，与海地相望，北距古巴约145公里，为加勒比第三大岛，领土面积10991平方公里。全国划分3个郡，三郡之下又划分为14个区，首都是金斯顿。2023年，牙买加总人口289.9万。牙买加的资源主要有铝矾土，其他丰富的资源还有铜、铁、铅、锌和石膏等，森林面积26.5万公顷。
频谱管理局(SMA)是牙买加负责规范无线电和电信产品合格评定并颁发合格证书(CoC)的国家机构，该机构也被称为Spectrum频谱管理局(The Spectrum Management Authority)，SMA是一家由牙买加政府全资拥有的有限责任公司，牙买加邮政公司和总会计师部拥有同等股份。该机构于2000年根据《2000年电信法》成立，并于2001年4月开始运营。牙买加符合型式标准要求的合规性测试活动要基于 RED 或 FCC 测试报告。申请型式批准时，必须向 SMA 提交批准证书和技术文件。根据牙买加当地法规，还必须向 SMA提交一份正常样本。
